You may not be seeing all the quick actions tiles and there could be others that you are missing out on. With your most used tiles on the top row, take a fresh look at the Action Center panel and see the difference. The other tiles scoot around to make room. Drag your favourite ones or the most used to the top row. Point at a tile, click and hold the mouse button down and drag the tile to a new position. Select Notifications & actions on the left and on the right are all the Action Center quick action buttons. To customise the quick action buttons, press Windows+I to open the Settings app and click System. By putting your favourite and most used buttons on the top row, the whole collection can be used in its minimised state, which leaves more space for notifications. What you may not realise is that the positions of the buttons is not fixed and they can be rearranged.
